CHC had some control over Xtron, but not full control.
Xtron directors did not decide day-to-day operations. However, the directors still had the final say.
While this may sound confusing for some, this is not confusing for me at all.
When I was a graduate student, I, too, had some control over the lab, but not full control.
My supervisor did not decide day-to-day stuff in lab.
For example, I was the one calling the cleaning auntie to mop the lab, not my supervisor.
One day, my colleagues and I allowed some workers to do some work on the ceiling without first covering the laser machine.
We risked dust from ceiling to dirty the laser.
My supervisor then came into the lab and ordered the work to stop.
He scolded my colleagues and I, “Think of it as YOUR OWN LAB, YOUR OWN INSTRUMENT. The dust can interfere with the laser.”

Is lab under my control? Only to certain extent.
Is Xtron under CHC control? Only to certain extent.
